It could mean that the initiator for class 0 has been modified to allow jobs in that class to run. Or, it could mean something entirely. You HAVE to ask an operator or coworker or SOMEBODY at your site about the precise meaning. We can speculate all we want, but we don't work at your site and have no idea of the meaning.
