I think different places on the internet look at the issue in different ways.
On the Mainframe fora it seems that we rely on the TS/OP to test proposals against their situation. Without the test, any suggestion could be no more than a pile of pooh. This was suggested to me by Dick Scherrer when I first signed up.
Elsewhere, different views are taken, that updating or adding a new answer is a good thing, even though no-one necessarily verifies the answer directly.
As to locking topics, with no actual means of "closure", 95% of the site just looks "locked".
