Yes and no and it's unsteady in my hand.

You can use *Sort (or, of course, write a program -- but it's a good bet that *Sort will do what you need) to create a CSV that can be downloaded to Excel. It used to be possible to import HTML into Excel to give control over formatting; I haven't tried that in about a decade and don't know if it still works.

There is no standard utility to create an Excel workbook on the mainframe. Packages that can do so cost tens to hundreds of thousands of dollars; the spec for a workbook runs to over a thousand pages, and Microsoft updates it daily (welcome to the world of DevOps).
