The manual is Configuring and the heading is Creating the web services infrastructure and the section is Configuring your CICS system for web services with the chapter on Creating a SOAP web service. Click on the link and make sure you've followed the steps -- you do NOT just decide to start using web services in CICS; there's a lot of set up to be done before you can expect to get any results.
